Agent Maxwell ermittelt im Untergrund von L.A. gegen das Drogensyndikat von Vincent Camastra, einem Gangsterboss, der seit Jahren in fast allen illegalen Geschäften gnadenlos seine Fäden zieht, dem aber noch nie etwas direkt nachgewiesen werden konnte. Als es Spezialagentin Beverly Royce endlich gelingt undercover weiter in den Drogenring vorzudringen, wird die Situation schnell brenzlig. Sie entdeckt, dass das Syndikat mit Informationen aus den Kreisen der Polizei gefüttert wird. Die korrupten Polizisten könnten Beverly jeder Zeit enttarnen – Maxwell muss eingreifen. Es kommt zu einem blutigen Shootout bei dem das Überleben zur Glückssache wird.
