L'inspecteur Win Garano travaille depuis plusieurs années auprès du procureur du Massachusetts. Un jour, il est sollicité par Monique Lamont. Cette femme aussi séduisante que redoutable lui annonce son intention de se présenter au poste de gouverneur.
