1925. En Syrie sous protectorat français, Damas est la proie de troubles fomentés par l'émir Hassan, qui refuse la présence étrangère. Les Français essaient de maintenir l'ordre et un de leurs responsables, le colonel Féroud, qui voudrait signer une trêve avec Hassan, envoie un émissaire auprès du chef rebelle. Dans un restaurant-cabaret où se retrouve la colonie étrangère, Harry Smith, aventurier américain installé en Syrie, fait la connaissance de la belle et mystérieuse Violette, venue avec Féroud, dont elle est la maîtresse. La soirée est perturbée par un attentat. Féroud convoque des commerçants suspectés de trafic avec les rebelles. Parmi eux, Smith, qui leur vend des armes, et Balukjian, prêt à tout pour éviter les ennuis.
