A la fin du XIXe siècle, Croyden et Randolf, deux espions des Etats-Unis, sont envoyés au Mexique pour cerner la situation politique. Les Français tentent de contrebalancer l'influence des Anglo-saxons en faisant accéder l'empereur Maximilien sur le trône. Mais, bien que soutenu par Napoléon III, le monarque ne contrôle pas le pays. Les deux agents secrets prennent connaissance d'un complot visant à le renverser. Ils tentent alors de contrecarrer les putschistes qui prévoient d'attaquer, par la suite, les Etats-Unis dans le but de récupérer le Texas perdu en 1844. Croyden veut à tout prix neutraliser le général Liguras, militaire fruste et illettré qui prépare l'armée rebelle...
