Le 5 juin 1963, dans la riche demeure texane de Foster, une poignée de magnats du pétrole, soutenus par le sénateur extrémiste Ferguson, décident l'assassinat du président Kennedy. Pour connaître les mouvements de J.F.K., Foster a sollicité l'aide de Farrington, un ancien agent du FBI qui a gardé des contacts au gouvernement. Chargé de l'exécution du plan, Farrington entraîne deux équipes de trois tireurs d'élite et cherche un bouc émissaire qui sera désigné en temps utile comme l'assassin. Parmi vingt-quatre candidats possibles, les conjurés sélectionnent un ex-Marin, Lee Harvey Oswald, tandis que, dans les semaines qui précèdent, un sosie d'Oswald se fait remarquer à Dallas par son comportement excentrique. Tout est en place. Reste à attendre le moment favorable. Le 22 novembre, John Kennedy se rend à Dallas et tombe sous le feu de trois tireurs d'élite devant la façade du Texas Book Depository. Comme prévu, les soupçons se portent sur Oswald, mais celui-ci est arrêté et non abattu.
