Willie Stark politikus szeretne lenni. Tele van ötlettel, jobbító szándékkal és lelkesedéssel; választási beszédeiben hevesen ostorozza korrupt, hataloméhes ellenfeleit, felsorolva mindazokat a hibákat, amelyeket szerinte elkövettek. Többek közt azt is, hogy nem törődnek a helyi iskolaépület állapotával, ami - Willie szerint - életveszélyes. A választáson azonban alulmarad - az ellenfelek demagóg kampánya hatásosabbnak bizonyul. Nem sokkal később tragédia történik: összeomlik az iskola és ez több diák halálát okozza. Willie személye ismét a figyelem középpontjába kerül - sokan biztosra veszik, hogy a következő szenátorválasztáson végre befuthat. Ezúttal segítői is akadnak, akik választási beszédek írásával, profi tanácsokkal próbálják egyengetni Willie útját. De ez csak a látszat. Az önkéntes segítők mögött ugyanis ismét csak Willie ellenfelei állnak.
