중국 공안인 양건화와 월남 군인인 정봉은 서로의 의견이 달라 헤어지고 만다. 홍콩으로 건너간 정봉은 옛 월남군인이었던 부하들과 강도짓을 한다. 한편, 홍콩 경찰은 연속적으로 강도사건이 발생해 어쩔수 없이 중국 공안국에 도움을 요청하자 중국 공안국에서 양건화를 보내 자료협조를 하기로 약속한다. 홍콩에 온 양건화는 명경관과 아룡과 함께 수사하던 중 정봉의 아지트에서 포왕이라는 폭탄전문가를 체포하게 된다. 정봉은 포왕을 구출하기 위해 일부러 양건화에게 접근, 포왕을 구해내게 된다. 결국 양건화는 정봉을 의심하게 되고 조사끝에 그가 중앙은행 설계사와 은행을 털 계획이라는 것을 알게 된다. 끝내 양건화와 아룡은 은행에 들어가 정봉일당과 혈투를 벌여 범인들을 모두 처치하다 정봉과 격투중 지하터널의 폭발로 지하문이 닫히자 정봉은 자기를 희생하여 양건화를 구해준다. 이에 양건화는 정봉을 부르며 눈물을 흘린다.
