서기 2070년, 인간들은 제 3차 대전으로 파괴된 지구 환경을 피해 지하에 대피해 살면서 사이보그를 만들어 어려운 일을 맡긴다. 사이보그 캐시와 그녀의 트레이닝 교사인 콜트는 미국 핀윌 로보틱스사의 직원으로, 첩보요원 캐시는 미모와 전사적 기질을 겸비하고 있으며 인간의 감정을 이용해 상대방을 녹이는 기술로 프로그램되어 있다. 그러나 캐시는 인간과 너무 흡사하게 만들어져 인간 콜트와 금기로 정해진 사랑에 빠지게 된다. 인간과 사랑하는 사이보그는 당장 해체당하는 것이 핀윌 로보틱스사의 법칙이다. 어느날 캐시에게 유리그림자라는 용액이 투사되는데, 이 용액은 핀윌사가 경쟁 회사인 일본 고바야시 전자회사를 파괴하기 위해 만들어진 폭발용액이다. 핀윌의 계획은 바로 사이보그 캐시가 경쟁 회사의 임원을 유혹하는 도중 폭파하여 상대방을 암살하는 것이다.
