Num hipotético ano de 1997, a cidade de Nova Iorque transformou-se numa enorme prisão para onde são levados todos os criminosos dos Estados Unidos. Neste contexto, um terrorista sequestra o Air Force One e fá-lo despenhar-se na cidade com a intenção de matar o Presidente. Porém é salvo por uma cápsula de evacuação, aterrando na perigosa cidade-prisão. O director Hauk descobre estes acontecimentos e, incapaz de tomar medidas convencionais por receio de matar o Presidente, decide enviar um homem para o salvar, numa missão tão secreta quanto suicida.
