Nova Orleans. Após a passagem do furacão Katrina é encontrado o corpo do parceiro do detetive Andy Devereaux (Val Kilmer). Ele passa a formar dupla com Stan Green (50 Cent), com quem investiga o caso. Os dois descobrem que o assassinato foi cometido por dois policiais desonestos. Andy, Stan e estes dois policiais são acompanhados pela psicóloga Nina Ferraro (Sharon Stone), que também trabalha para a polícia.
