Nachdem der ehrgeizige Tory-Fraktionschef Francis Urquhart nach den gewonnenen Wahlen nicht den versprochenen Ministerposten bekommen hat, kennt er weder Skrupel noch Parteifreunde. Er hat nur noch ein Ziel: den wortbrüchigen Premierminister zu stürzen und selbst an dessen Position zu rücken. Dafür ist ihm keine Intrige zu böse und kein Trick zu schmutzig. Als Urquhart sein Ziel endlich erreicht hat, ist es der neue König, der sich mit seinen sozialen Ideen gegen die konservative Regierung und damit gegen Urquhart stellt. Gegen Ende seiner politischen Karriere versucht Urquhart, sich mit einem historischen Friedensvertrag für Zypern ein Denkmal zu setzen. Doch die parteiinternen Widersacher formieren sich bereits. Noch einmal zieht der Premierminister alle Register, um seine letzte politische Schlacht zu gewinnen.
